Landscaping ideas-HELP?

I have a 250 foot wall (the previous owner tore out all the trees so i have a minor cliff going on). Anyway, part of the wall was re-graded last summer (we recently had a thaw, and the top of the regardaing (about 15 feet high, has started to crumble). I am looking for a relatively cheap solution to this monstrousity of a problem. So, I'm looking for ideas on how to resolve such an issue (please don't suggest a retaining wall I don't have that kind of money)
